BUCHAREST, Romania — Romanian authorities launched a rapid military response after a maritime drone carrying explosives was detected near the Neptun Deep offshore gas project in the Black Sea, prompting fighter jets and an explosive ordnance team to intervene.
The incident occurred on August 20, when a commercial vessel reported a suspicious unmanned craft at about 6:28 a.m. local time. According to Romanian authorities, the drone was drifting only several hundred meters from the Neptun Alpha production platform, approximately 80 nautical miles, or 148 kilometers, east of Constanța.
The location placed the drone inside Romania’s exclusive economic zone and dangerously close to critical energy infrastructure and personnel working offshore.
After receiving the report, the Romanian Coast Guard alerted the Ministry of National Defence. Officials established an emergency command center to assess the situation and determine whether the vessel posed an immediate threat.
Interim Defence Minister Radu Miruță said authorities determined that the situation required urgent action. Following consultations with President Nicușor Dan, Romanian forces were authorized to neutralize the unmanned vessel.
F-16 Fighter Jets Deployed
Two Romanian Air Force F-16 fighter jets were dispatched toward the area after the potential threat was identified.
One of the aircraft opened fire on the maritime drone using its onboard cannon. The attack damaged the vessel but did not completely disable it. The craft remained afloat and continued drifting, requiring Romanian authorities to launch a second stage of the operation.
A Coast Guard vessel was then sent to the scene carrying an explosive ordnance disposal team from the Romanian Naval Forces.
EOD specialists approached the damaged craft and examined it to determine what it was carrying. Their inspection confirmed that the vessel contained an explosive charge.
The team subsequently conducted a controlled detonation, destroying the remaining explosive threat and allowing authorities to secure the area.
Romania’s Defence Ministry released video footage showing portions of the military response, including the fighter-jet engagement and the subsequent operation to dispose of the explosives.
Investigation Into the Drone
Authorities also began investigating where the unmanned vessel came from and who may have been responsible for sending it toward the offshore facility.
Miruță said Romanian officials contacted Ukraine through a recently established direct communication channel. According to Romanian officials, Ukraine confirmed that the drone was not Ukrainian.
President Dan later condemned the incident and attributed responsibility to Russia, saying the episode demonstrated the growing security risks facing Romania and other NATO members bordering the Black Sea.
The incident came amid heightened concerns over unmanned systems operating around Romania’s offshore energy infrastructure.
Earlier in August, Romanian forces reportedly destroyed two Russian-made Gerbera-type aerial drones discovered near the Neptun Deep development.
Neptun Deep’s Strategic Importance
The Neptun Deep project represents one of Romania’s most important energy developments and is expected to play a major role in the country’s future natural-gas production.
The project is being developed by OMV Petrom and Romgaz and is expected to begin significantly contributing to Romania’s gas production when full-scale operations start in 2027.
Because of its strategic importance, the offshore facility has become a significant security concern as the war in neighboring Ukraine continues to affect the wider Black Sea region.
The latest incident demonstrates the challenges NATO countries face in protecting offshore infrastructure from unmanned systems. Maritime drones can travel close to critical facilities while remaining difficult to identify and intercept quickly.
Romanian authorities said they remain vigilant and will continue coordinating with NATO partners to protect the country’s territorial waters, offshore energy installations and personnel.
The episode also highlights the increasingly complex security environment in the Black Sea, where military activity, unmanned systems and critical energy infrastructure increasingly intersect.
For Romania, the rapid deployment of F-16 aircraft and specialized naval personnel demonstrated the importance of maintaining the ability to respond quickly when a potential threat emerges near strategically important facilities.
